Last year the lead pack was still quite big until after 20 miles.

Dubai averages 3.5 inches of rain per year, and it's obviously quite hot for much of the year so it probably evaporates quickly. They don't really need to worry about water not running off as much as, well, most places people live.
It looks to be turning into a beautiful morning in Dubai, with the mist clearing away and the sun coming out as the lead group of men includes a sizable pack of perhaps 20-25 tucked in behind the pacemakers.
