If you absolutely MUST have THE BEST TECHNOLOGY, buy Craft and only Craft for tights, tops, and jackets. It is very expensive, but it is head and shoulders above everything else. I highly recommend their running pants. They are windproof in the right places and are articulated at the knees.
Yes. Craft is great. Those Scandinavians know their winter running/skiing. It's worth a few extra dollars for something designed for a nordic winter and not an Oregon forest :)
I've run down to -30 very comfortably, and it's not as hard as people are acting.
0C/10F: Shell jacket over a technical short-sleeve. (If a short or hard run just tech long-sleeve.) Shorts or tights. Mitts and hat ("technical touque") if it's windy.
-10C/14F: Shell jacket over a technical short-sleeve and a tech or cotton long-sleeve. Tights. Mitts and hat.
-20C/-4F: Shell jacket over a technical long-sleeve and a wool layer. (I like the Icebreaker merino layers, rated for various temps.) Tights under wind pants. Mitts and hats (double up if windy).
-30C/-22F: Same as above, but make sure you've got underwear with that wind-block mentioned above, especially if it's windy. At this temp I also wear an all-in-one neck/half-face cover over the hat. Looks ridiculous, but people already think you're ridiculous running in these temps so you might as well keep your ears and nose!
