You realize he runs in tiny shorts, is in college, and weighs all of 130 lbs...I doubt he is a gangster.

Irish. 12th in Euro Juniors last year.
Lutz kicked some major A** this weekend. For his first college race he looked strong, and not intimidated by the field.
Shanes dad ran at PC in the 80's and was a stud. 8:20's for steeple. Good to see the legacy continue.
Shane Quinn is not American. He went to De La Salle College in Waterford, Ireland. He is going out with Emily Sisson. The only reason you think he 'counts' in this discussion, while Lalang does not is because Quinn is white. Stop being so prejudiced. They are both transplants. They both are foreigners who came to the US to run (and possible also to get an education).
shayne collins!
You have to assume either Lutz or Moussa is the CURRENT top American frosh. Otherwise, I think Verzbicas will have something to say about it come NCAAs (if Oregon makes it...)
I think he is also joined by Liam Hillery, whose mother, may also have run for PC in 80'S??
Did ray coach bother Father/Mother son? Has he been at PC this long?
Watch out for Sam Pons from Princeton who didnt run at Wisconsin is on par with Lutz/Moussa

IF he is indeed an implant, then you are correct, he does not count in a discussion of the American college running scene. It is not just LaLand. No foreign interlopers should be allowed by the NCAA to be brought over by unethical coaches to the U.S. for the sole purpose of enhancing an American college's prospects in the athletic arena.
This is detracting from the enjoyment of the American sports scene by American fans and it is destroying the morale of the real American athletes who have worked their way up the competitive ladder to the college scene only to find that unethical coaches are turning American college sports into an international sports forum. This is very much NOT in the interest of the American college sports scene.
Let the non-U.S. runners compete in their home countries. If they want to compete against Americans, do so in legitimate international venues.
As a separate matter, this same issue is arising in the HIGH SCHOOL scene, e.g., the numb nut coaches at St. Benedicts (sp.?) who went to Kenya and brought back an orphan who just happens to be a world class runner to bolster their prospects as a team. Completely unacceptable.
This needs to be stopped, now, or the American high school and college sports scene is going to collapse into chaos. In many ways, it is already on life support because of the fan antipathy to the outsiders.
Right?

Pons is doing great and may be on par with Moussa thus far. Lutz, however, performed at at different level than any of these folks.
Moussa - 40 seconds behind Wacker, Korir at Pre-Nats
Pons - 44 and 52 seconds behind Cabral at Notre Dame, Fordham
Lutz - 20 seconds behind Hil, Estrada, Cabral at Wisco
They are all doing well but so far Lutz stands out.
My guess is that by season's end LV will have taken back the top spot with Lutz #2. But that's obviously just a guess.

Boise State's Vince Hamilton was the first "real frosh" at Griak after Lawi, and he bagged a sub 24:30 last weekend, look for him to make his bid at Flo Frosh!
The best kept secret in the country has been Nick Lobb. Look for him to make a run at the top 10 at West and be potentially top 20 at nats.
