I think it is. 2:03:38 is faster than anyone else every ran on a non-aided course, he beat the WR holder with one brutal move, Berlin is still a WMM and he seemed pretty relaxed after the race. Also, with 26, he is still young. What other reasons do you need?
Boston Mutai is still a question mark. Yes he ran 2:03 but there was a major hurricane in his back. What is he able of under normal conditions on a course like Berlin? Maybe 2h05m, maybe 2h04m? Maybe faster, but who knows?
Letting everyone run London before London for selection sounds like a recipe for desaster - too close to the Olympic games.
