Teg did nothing wrong in 2009.
It says,
"Platelet-derived preparations (e.g. Platelet Rich Plasma, “blood
spinning”) administered by intramuscular route. Other routes of
administration require a declaration of Use in accordance with the
International Standard for Therapeutic Use Exemptions.
That means you can't inject this stuff into your muscles. That doesn't preclude other uses. I don't know what Teg's injury actually was, but it seems like they've worded it to keep it legal for use in treating some injuries. I don't know enough anatomy to know if injecting it into your tendon (say) would count as "intramuscular" but it doesn't seem like it would. Looks like that's still on the table.
And to whoever said "blood doping": No. This wouldn't do what blood doping does. Learn more about the composition of blood. Platelets aren't the oxygen carriers, so this wouldn't improve aerobic capacity like blood doping or EPO would, even if you injected it into your bloodstream (which you wouldn't).
