Actually there is an exception that would allow the hypothetical Alan Webb you speak of to run with his hypothetical Reston team. I believe that if an athlete has competed for a club for three or more years and subsequently moves to a different association that athlete is allowed to run for his/her previous club team.
Now this rule may have changed, but I know the USATF allowed it as of 2007. I haven't kept up recently.
It's changed somewhat. The old rule was if you maintained continuous membership in a club and association, and were released by your current local association, you were good. The new rule includes a residency requirement at the time of your joining the original club.
So if you lived in CA, joined a club, then moved away and maintain your membership you're good. Prior to 2003 you could join any club / association you wanted as long as your local association agreed to it. You could continue to compete as long as you maintained membership, that is no longer the case.

Why don't you make some friends and form a club where you DO live??
We all ran in college together and came into the school as the only 4 freshmen and wanted to have a reunion type thing. We would not (added one other guy we ran with to make 5) be in the running for a top place or anything like that. We want to compete and have fun.
Your type of team is prohibited unless you live in the same area.

I've heard it is pretty much a done deal that they are going to be held in Lincoln Nebraska on December 11, 2010. Hope that helps.
Sounds like a fun trip. Not.
yeah, they will let you guys race as individuals, but they will change your entry to unattached and your team will disappear.
Does that really happen?
So you can still race together (even wearing the same outfits) without being in the team scores in the results. You can still "compete and have fun," nothing's stopping you from doing that.

I didn't think they allowed unattached runners anymore? The whole point of Club Nationals is to have Club Teams from Associations competing against each other.
To the original poster, it is unlikely you'd be able to get a team together with your buddies that are now scattered all over the country. Maybe you guys can find a road race or a low-key college race to have your reunion race at.
Yes, it really happens.
And yes, you can run unattached. You can also enter with an attachment to an affiliated team that does not have enough athletes to score a full team. You can also represent a team that you cannot technically score for based on the association rules, you just cannot score in the team score.
The only stipulation to compete as an individual is that you be an American citizen. There is no open prize money, so there is really no reason for anyone to run unattached unless you just really want to run an XC race against a high level of talent.
From the 2009 website:
Open Athletes
* Only citizens of the United States are eligible to compete in these Championships.
* Female athletes must be 14 years or older and male athletes must be 16 years or older on the day of competition.
As a side note, the rules as subject to change every year, and things could certainly be different by 2010.
