Good call. They're one of those few federations that's in the IAAF but not yet in the IOC.
I watched some of the National Senior games at Stanford yesterday. There were at least three guys in the 50-54 (?) age group who could eat this record for lunch.

Maybe because those are the IOC country codes which may not 100% match up with those recognized by the IAAF (and also note that a previous poster reports Turks and Caicos is not an IOC member country).

In his first heat there were only 3 competitors and the other two disqualified so he technically advanced when he was able to complete the distance without drowning. Seriously, he almost drowned. After "winning" his heat he declined to compete again.

In 2007, a woman from Belize with a marathon PR of 3:05 ran the marathon in Osaka. She barely got done in under 4 hours. There really needs to be a "C" standard for the free entry countries. Or just get rid of the free entry altogether.

Osaka was hell on earth. Plenty of 2:30something women couldn't break 3hrs. And futhermore, there is a point in having these bullshit entries: they foster interest in the sport in those places that don't have any serious programs presently.
Besides, your proposal would be shot down in an instant. There are more small, low powered, underdeveloped federations than there are large, powerful and well developed ones, everyone gets one vote, no matter the size or power of your national team. And I would think that you would want there to be a reason to promote the sport and broadcast the World Championships to every spot on the earth, no matter how small, if only for the money.

Swimming is always done by times rather than positions so he clearly wasn't in any position to 'decline to swim again'.
You can run a 48 high for 400m but you can't beat that 12.16 100m time?
Correct. I assumed the heat winner and a certain number of the next fastest advanced like in track. Swimming is different in that place does not matter only finishing time. His 1:52 was 71st place and despite being his heat's winner and setting a new national record, he was eliminated.
4 years later he had his time down to 57 seconds and was prepared to compete at athens but a visa snafu stopped him.
guys, you can not go down hard on these athletes...
each national federation can send at least 1M+1W as wild cards. Maybe standard not up to world level, but in some countries the social environment and/or the attitude of the national governing body does not help: I am from a small country where track federation does not give a s... on their athletes and they only care about internal power struggles.
Well, once I was sent to an international meeting to represent the country and they did not even prepare the uniforms, singlet/shorts... they dig out from a cabinet a running kit too large for me and told me to wear it if I liked... if not, I could just use my own stuff...
and for the national championship, the reward for first prize is only 100usd; races has no money prizes, so can not live on T&F ...must work all day and cut some time for training.
weakest by IAAF scoring tables is the 100m. Not even close. Here is what a 12.16 100m converts to:
200m: 25.59
400m: 56.75
800m: 2:09.88
1500m: 4:28.69
3000m SC: 11:03.60
5000m: 16:35.04
10000m: 35:25.49
High Jump: 1.66 (5'5")
Decathlon: 4250
And my personal favorites:
