I agree, the video isn't very clear.
But I did a frame by frame analysis and you can see something flash (frame 874) near the grassy knoll and the next frame (875) Boaz' head rocks backwards... But the lighting seems all wrong and I wonder if the film was compromised.... I guess we'll never know...
Well you got 5 senses, sight, smell, taste, feel, and hear. I'd be willing to bet either the sight sense or hearing sense was alarmed of Boaz about to blow by him, my geuss is he saw Boaz well before he came up on him (like looking back before the video footage started), then heard him comming up on him at the end and extended his arm. Either way there is no way you couldn't call the arm extension deliberate, if it held Boaz back, sorry your arms just arn't that tense during a rae that it hold a runner back if it hits them...Well wait I just thought of something, I bet his taste sense was aroused, so I take all that back. He could taste him coming.
Boaz was impeded. Case closed.

Seriously, did you read the article? Why would you wait more than 24 hours with counter-protesting, then 15 minutes after the press conference confirming the DQ, say "Oh, we were going to protest."?
The DQ doesn't matter. He and his agent should let the talk of it just die out.
Tola is an incredible runner, potentially one of the best road racers out there. He can regroup, and if his agent handles the situation with care, Tola will get to prove his excellence in future races and win a lot of money. The $2000-2500 will not seem like much in the grand scheme of things.
Makke should have said something like this: "I am disappointed in the race officials decision to DQ Tola. He did not intentionally impede Boaz, but we can understand that it looks that way. Hopefully the next time around, Tola will run to his capabilities and he will be far ahead of his competition."
This is a guy who ran sub-28 in Central Park killing the course record, and was 2nd @ Bolder Boulder a week later to Regassa.
If you follow his results, you can see he is struggling a little more as the season progresses. Abraham Rosa 10K he was a minute back of Kitwara and a ways back of Regassa, guys he would have been closer to in the form he had in NYC.
If it looks that way then post a photo or a video.

If this is cause for a DQ, then the officials should take a look at Meb for cutting off Tim Nelson in a race not too long ago (it was either road or xc, but it was Meb's comeback race). At the moment I can't remember the race but the video is etched in my mind, Tim was storming up, Meb saw him over his shoulder and ran in front of his way. Tim was forced to slow down, giving Meb the win. If someone recalls this race, please find the video. Sure, no elbow was used, but I still think it was plain wrong ha.
I am not so sure it warranted a DQ.
1) Tola appears to be running in a straight line.
2) Boaz appears to have been trying to run through a very narrow gap between Tola and a large barracade.
3) The video is not clear as to who initiated contact.
It's quite likely that Boaz was trying to squeeze into too small of space. When he realized that he'd pass Tola right when going by the barricade he tried to move into Tola, and to avoid stepping on the tapered bottom of the barricade, took a longer step that killed his speed.
I would have let it slide.

But I agree that, if the article is accurate, the Peachtree Road Race official was flat-out wrong in saying that the 24-hour period began when the protest was filed at 9:30 a.m. on Saturday. The article does not say when the referee's action was officially announced, nor does it say when Tola was notified of the referee's action.
As to the merits, it's not the easiest call to make from the video. Because the pylons were funneling the runners into the finish, Boaz wasn't in a great position to pass on Tola's right. The the still photo certainly looks bad for Tola, however.
Take a look at the still photo. A good copy of it appears at the end of the video. No way is that normal contact. Clearly obstruction. The DQ call is good.

I saw the still photo and it clearly show's Tola's arm out there tangling with Boaz. But it doesn't help explain why Tola's arm is out there like a video could. Just saying that Tola could have put his arm out there by reaction from Boaz bumping into Tola.
After watching the video again, I also noticed that the flagging on Boaz's side was tapered, narrowing Boaz's space. With Tola running towards the right side of the finish line, BUT STRAIGHT, Boaz had to move in on Tola. And in fact, after the two tangled, you can notice Tola veering to his left as if he was nudged by Boaz from the right.
It just doesn't appear that Tola's actions warranted a DQ when the incident could have easily been caused by Boaz trying to pass in a bad spot.
