ARs and WRs on the road still top 10 American marathoner 25 plus years later and everyone ahead of her ran in college.
In their day they were the best in the World. Gordon Pirie never attended college but set WR's at 5k and 3K. Silver medal in Melbourne. Lazslo Tabori was the third person to break the 4 minute mile in 1955. Lazslo was in the military in Hungary and defected with Igloi after the 1956 games. Lazslo had language problems at first in the US and worked a variety of menial jobs. He went on to own a running/shoe store in Burbank. Ironically he is the distance coach at USC at this time. Lazslo probably has the most knowledge of the Igloi method of any living person
(with the possible exception of Joe Douglas). Gordon went on to coach Jim Hogan, Mike Wiggs, Anne Audain and Allison Roe amongst others.

I'm not sure why evryone is throwing out these random American runners. The OP never said best American runner to not run college. Without a doubt its an African, not sure which one. Did Geb run college? Kannouchi? Tergat? Bekele?
