For some reason I always have wanted to do really long intervals that are over a mile in lenght like 2 miles and 2k's because I never got to do that in college.
For us it was 7 mile tempo and then the next slowest stuff was at 8k race pace.

It really depends on the level of the athlete that you are working with.
Doing that workout at tempo pace would be pretty good for an advanced HS kid. A solid college runner could probably do the workout at 10k pace and I would guess that a world class runner could do the workout at closer to 5k pace (but might need to take more rest).
All paces would be effective at raising aerobic power and lactate threshold, but running at the faster paces would give a greater stimulus to the runner's maximum aerobic capacity. Doing the workout at closer to 5k pace would also require a few days to recover. Doing the workout at tempo pace would allow the runner to train normally the next day.
Ultimately, I would say that almost every runner would benefit from doing the workout at 10k pace or slower (by 5-10 seconds per mile).
