Truth be told, running is a funny sport. Boston organizers set the rules, but anyone can break them without reprecussion.
Check out the pictures at the 2008 Boston. Some pretty good runners with headphones/earbuds can easily be found.

Didn't someone once finish Boston by catching a tram to the end? I'm surprised that the Boston officials raised a fuss - it's just another rule that was broken. I don't think anyone even got a picture of that rule being broken!

That was the famous Rosie Ruiz. It was in the 70's, and she was seen by many people on the T riding with her numbe ron. What's more she was also seen running from the crown around the 24 mile mark. She also didn't have much sweat and didn't know what a speed workout was when asked.
