It is accurate to say you would need a very tall, physically gifted specimen. I would reckon to say you would only need to run ~10.15 cleanly and then dope to the titz and you would be knocking on the doors of 9.60.
THEN and only then, do the variables of the shoe, track surface and things like the wind help.
Get in on a London, Tokyo or Paris track with two rounds separated by 90mins, temperatures at ~27 degrees Celsius with a trailing wind of +1.8? And.....we may have something....
