Some of you seem to be confused. If course the Dunkin' is allowed to tow the cars, but if the manager is inviting them in, telling them to park there, and then having them towed for political reasons, there are a bunch of charges that can be brought. The simplest ones are conspiracy to commit an offense and/or fraudulent inducement, but it can get a lot stickier when you bring in the political nature of this.
If it were a local business without corporate ties, my guess is that it would go nowhere. But there are legs here due to it being Dunkin' and I promise you there are attorneys sniffing around to get some of that Dunkin' cash. As others have said, it'll all come down to how it actually played out.
Also, the manager does NOT want to perjure himself/herself, so I don't think he/she is going to be lying in court unless he wants this to go from simply losing his/her job to spending time in jail with a felony. No one is going after his/her cash.
