I worked with a guy his shape. After he ran a mile on the company track he said he was so famished that he had to have two burgers for lunch instead of one. On his non-running days (two days each week) he would diet and have a Diet Coke and a piece of chocolate cake for lunch. He said losing weight and exercising was really hard work.
In 2004 Middletown HS was the Ohio HS state champions in cross country. Many here that know running are probably familiar with the name of Jeff See. See was the #1 guy for Middletown that year. Vance was usually about the 5th or 6th guy on that team and was about a 16:30ish guy.

Clearly walking a charity 5k (at a pretty good clip). Many people do this.
His running history from his Marine days is detailed in his memoir. He ran an 25 minute three mile in basic training (but got yelled at by a drill sergeant) and improved to "19 minutes" by the time he got out. An excerpt from the book can be found here.
Many people who know him are already saying much of his book is fiction. His upbringing and situation were not nearly so dire. He exaggerated the circumstances to sell more books.
