Not only is it u23, clubs also aren't even required to release players for it, and many don't, so it's not even close to the best u23 + 3 roster each country could create.

Any “sport” that requires judges to determine who wins. I don't consider them real sports. Gymnastics, figure skating, diving, breakdancing are all such sports. I’m not saying they don't require athletic skill, they are just not real sports, and thus a bore to watch.
They should bring in some more exciting events such as short course and even long distance obstacle racing. Some of these new events such as breakdancing just make a mockery of the olympics.

They are actually replacing horseback riding with an obstacle course race in the modern pentathlon after this summer’s Olympics.
The original question was boring and I think we've started. But that's ok.
I don't especially enjoy team sports in the Olympics. Just my own bias. I find get why break dancing and pole dancing and skate boarding are in- but I think it's to attract viewers. I like the classic sports, athletics, swimming, and gymnastics. Plus sports like modern pentathlon because it's a test of different sports that are real life activities.

Does anyone know why Mens soccer is U23 and Womens soccer is not? Seems inconsistent.
Because top pros in women's soccer want to play in the Olympics, and women's soccer needs any opportunity for more exposure. Men's soccer already has more than enough exposure (except in the US).
