Otherwise the last 2 US spots go to Katie Izzo and Elly Henes.

The 8 spots for cross country don't have to be picked. If a national federation/athlete declines acceptance for entry in the 10,000m, the spot is given to the next person on the world 10,000m rankings instead. It doesn't go down to the next ranked XC runner.
Yep, with the 50 bonus points for 2nd place, it brings her to 29th on the road to paris list. Only 27 go. But Monson is out, and the USA can select her ahead of Izzo.
But I thought quota reallocation was only for the marathon? My understanding was that we can't just swap in a top 3 finisher at the trials for someone who would have been ranked highly enough to qualify. So if Valby and Schweizer were to end up right outside the rankings bubble (unlikely, but let's just say it happens for this hypothetical), then wouldn't the US have no choice but to send Kelati (time qualifier), Izzo (cross country qualifier), and the next highest American in the rankings besides those two and the injured Monson (I believe that's Henes, but maybe I'm wrong; not going to bother checking)?
