He never steps off the track until he does so on purpose because he is giving up. Hocker tripped equally as bad (Kessler's fault) but Hocker did not quit.
Kessler had plenty of space to stay on the track and the fall didn't even push him off to the inside. He just jumps off the track like a wimp.
