My theory is that China and maybe Russia just dopes children indiscriminately and screw side effects.
It works well in swimming because they're fairly young when they 'peak' so you don't have to worry about longevity of the individual.
Plus if you dope them their whole life I'm sure it will work wonders on biological passport, and or you can stop it once they've hit puberty and reached a certain size/power frame and then do some years of mid level comp to establish a clean history.

(1) if folks at WADA thought they got screwed on this, their payback is timed such that it might both reverse tokyo and have the athletes out for paris too. had they come forward earlier, the athletes defend tokyo but even if guilty perhaps are back competing for paris.
(2) if WADA believes nationalized drug testing is being abused, that national testers are either complicit or willingly gullible about excuses, then dropping a dime on these sort of abuses helps makes their case to globalize testing and remove it from a place where chinese or russian (or perhaps american) anti-doping has a nationalist incentive to reach friendly conclusions when presented with excuses that hold up a few seconds.
re "all over the kitchen," without more that suggests planned consumption. a drug that only comes in a prescription pill form was ground into powder and consumed with food by most of the team. the approach provides deniability for the gullible -- "but doesn't this show someone dosed us" -- or for corrupt drug testers who need a hook to reverse a failed test.
if you want to show they were dosed involuntarily you need a snitch or whistleblower. "i was ordered to do this." "i saw them do this." "the athletes didn't know."
otherwise if the drug is all over the kitchen, and everyone consumed it, and then they failed drug tests, and then when cleared won a bunch of medals......suggests they knew what was going on.
police raid a nice house and find a drug lab openly displayed. first assumption is neither this was hidden from the family living there nor planted by the police. you kind of need some independent reason to believe the excuse otherwise you're just spinning the crime scene.
what, unless they literally go to a lab and sign for the drug under their own name, checking a box acknowledging it was illegal, we assume they were oblivious and accept their excuse? shouldn't that excuse have some other basis than your house kitchen was coated with the stuff and you tested positive, which sounds to me like red handed?
The key part of this story was wada not being able to go into the country to conduct an independent investigation. That just makes it so easy to cover up
