Whenever I step out and think it’s warm, or when the suns out. 18C and above is fine.
Lived in SE Asia for far too long and it wasn't culturally accepted to be out in public, except the beach, without a shirt on. If running you could wear a vest/tank top but always had something on. You do get used to it, even on days when it is over 38C/100F and very high humidity.
Only when it's time to lock in for the workout. OR if it is particularly toasty day where ever you are it may be acceptable to start the workout shirts off. Not if your running threshold or slower though.
It depends a lot on the humidity for me, and whether I'm doing a workout or an easy run.

When you race you're required to wear clothes, if this is your goal get used to it.
Considering how most runner are built, never, never, NEVER run without a shirt.
60 degrees. I hate chafing so the less clothing the better - within reason.
Running shirtless is not actually cooler when the sun is out. Loose fitting white shirt is colder, because it reflects the sun
Heat isn’t the issue, its weight of the wet shirt and chafing.
Over 65 degrees and sunny, shirtless. If I’m going more than 10 miles, then high 50s shirtless. An easy 5 miler, I can manage with a shirt on at 70 degrees.
I run along the bay in FL for 95% of my runs. There are 65 year old out of shape guys riding shirtless on their e-bikes. I don’t think anyone cares about my 145lb shirtless frame.
Maybe if you are standing still or if the UV index is high and it's like 95F out.
When you run, the air hitting your bare skin will dissipate more heat making you colder.

To not run shirtless is to deprive humanity with the absolute Godly perfection that is my body. That being said the young'uns often aren't ready for it yet so shirt on around schools :(
