It’s also written clearly in Article 3 - Conflicts not of an international character: provisions: (1) Persons taking no active part in the hostilities, including members of armed forces who have laid down their arms and those placed ' hors de combat ' by sickness, wounds, detention, or any other cause, shall in all circumstances be treated humanely, without any adverse distinction founded on race, colour, religion or faith, sex, birth or wealth, or any other similar criteria. a) violence to life and person, in particular murder of all kinds, mutilation, cruel treatment and torture; Protocol 1 prohibits all intentional attacks on "the civilian population and civilian objects." It also prohibits and defines "indiscriminate attacks" as "incidental loss of civilian life, injury to civilians, damage to civilian objects, or a combination thereof, which would be excessive in relation to the concrete and direct military advantage anticipated."

Uhhh, you seem to miss something. Communist governments don't end up leftist. Once they are established the regime simply becomes a way for the group in power to stay in power.
Current Russia is the same kgb guys in power now as were under communism, just better suits.
The current Chinese leaders are not leftists either, they are just authoritarian government using communist party to keep control.
You are equating communism with dictatorship. Communism has went hand in hand with authoritarianism but the current government of Russia is not communist , it is a capitalist oligarchy system ruled by authoritarianism. Not sure why Americans, especially white Americans can’t understand that. Is Eritrea also communist? It’s ruled by a violent dictator like Putin. New Guinea is also ruled by a dictator , they are not communist.

True enough as far as it goes. But let's be clear that Russia has committed 100x more terrorist attacks in Ukraine than Ukraine has committed in Russia.
So, if we are going to start calling out terrorist attacks, better start with the Russians.

Unofficial reports are saying they are 5 gunmen from an area south of Russia called Chechnya, an area known for separatism and Islamic extremism. Apprently the US government issued an advisory to Moscow of an imminent terrorist attack on March 8. This seems to be the one.

Because the gunmen have been identified as Chechnyan citizens. Chechnya is an area south of Russia which is a hotbed of Islamic extremism and separatism. I don’t mean to sound bigoted but all of their names and last names are Muslim and they are from Chechnya and they killed people in a teamed attack. It could be an inside job in that the Russian government ignored the terrorist threats, or that the Russian government just doesn’t care about its citizens. But it’s a really dumb inside job if it is one, because Chechnyan government doesn’t support Ukraine and has very little to anything to do with Ukraine.

In response to the US intelligence reports of an imminent attack, FSB claimed to have foiled an imminent attack by an ISIS linked group from Afghanistan that planned to attack a synagogue.
Medvedev is all but coming out and saying it was Ukraine, which would be in lock step with the false flag theory.
Chechens do have one of the biggest axes to grind with Moscow as the two Chechen wars saw Russia bomb literally everything in Grozny and kill multitudes of civilians.
But the central government in Russia has a lot of enemies. Eastern Russia is generally white and Christian and is the best developed and economically well off (comparably) part of Russia. But as you head east of the Volga river, you run into a very multi-ethnic part of Russia that is held together by a combination of financial benefits from the central government's oil revenues and the FSB. Relations have become very strained over the Ukraine war as Putin has pulled heavily from predominantly Muslim regions for cannon fodder infantry.
On top of all that, ISIS is definitely in the market for a terrorist attack on Russia in retaliation for Russia's support for Assad in Syria and the Russian armed forces intervention against ISIS and the jihadists who coopted the Arab spring protests in Syria and started a bloody civil war.
