Our HS track is NOT open to the public and locked up even when not in use (on weekends and after school activities). During school, most defn not. I only have seen this in Boulder, CO where the On team is literally running around the gym class.
I should add I'm from the South as well (Georgia right down the street from where this took place). All southern tracks are usually locked up. I know of 1 that you can use but defn not during school and practice hours.
I don't know where you're from but every high school (and the one college) track are open to the public. One of them has lights and people can go anytime they want.

Understand that state to state laws are different. I was told that in Georgia the public wasn't allowed on high school tracks. But then, that's Georgia.
They are closed to the Public in Orange County, Ca I live in Huntington Beach and they were always open until about 10 years ago when they got all weather Tracks.
There are actually a couple all-weather tracks open near you but I don't want to let the word out. Definitely all the HB ones are closed—there is a miserable wretch that patrols Golden West's track, which was open up till covid.
You can't run on a Track unless you are part of that schools Track Team. That is why High School and College Tracks are closed to the Public at all times, not just during school hours, They do not want anyone else on the Track anymore for some reason, High School Tracks used to be open 24-7 up until about 5 years ago, not anymore.

I have never heard of a high school track being open to the public 24/7. As a teacher, I can almost guarantee that if we had a random community member running on the track (in a white, middle class Wisco town), that at the very least our resource officer would be down there asking questions.
In all likelihood, we would go on a 'soft lockdown' until a full threat assessment could be conducted.
Yes, taxpayer dollars pay for the track, yes it's a public school, but with school safety being sometimes more paramount than education, I find it hard to believe there are still schools out there that allow this

No wonder the general population doesn't take the sport seriously
South Eugene HS Track is open 24/7 . . . and very accessible. Moved to Venice, FL in 2018 and was surprised to find that the HS track was closed to the public. Now in Northampton, MA where the track is open 24/7. Something about the South??
When I first moved to Eugene in '99, Hayward Field was open to the public 24/7. It was great . . . you could stop by after dinner and walk/jog/run around . . . just like Bowerman wanted it. Then every few years, it got more and more restrictive. Now it's bottled up.
p.s. the Smith College (very good) is also open to the public when not in use by the athletes.
Yup, I’ve run on the Smith track and the pond area looks so much like the U. Georgia running trail in the cnn video. The track is officially open to public when not in use by the campus track team.
In Cambridge, the MIT track is not technically open to public but no one checks, so it is practically open.

My Bad, I meant Non School or Practice Hours, If you wanted to run at Midnight or whatever non school hours, You Could, Very few ran on the Tracks, but they were always open. They had a Porto Potty if someone had to go to the bathroom, there was never any litter. There was no Real Reason to Lock it that I know of
SF Bay Area, South Bay: There are 4 HS tracks within 2 miles of where I live. 3 public and one private. Of course the private HS track is closed to the public always, one of the public school tracks is closed to the public always (they had trouble with kids going out there and doing stupid things) and the other two public HS tracks are open to the public when school is not in session and if a school team is not using it. All of them are nice all-weather tracks.
There's also three middle school tracks around me that are always open if school is not in session. These are oddball tracks in distance and surface. One of them is an honest-to-goodness 440 dirt track. My favorite of the bunch to run.
