Lower nicotine products are already on the market, but are rapidly giving way to higher nicotine products. This has less to do with the nicotine content and more to do with the actual ENDs themselves. Usually low nicotine vaping is with a box-mod, using free-base nicotine in the 3-24 mg/mL concentration burned at a high (though adjustable) wattage. This causes increased exposure to volatile organic compounds, heavy metals, eta. It's also associated with a pH that provides a pretty course hit. Higher nicotine products are generally nicotine salts in the 24-50 mg/mL range, but heated at a much lower wattage, producing roughly equivalent mean serum and urine cotinine (the primary metabolite of nicotine) levels in people who use low vs. high nicotine. The nicotine salts on lower wattage have less throat hit and are more likely to include menthol or some other kind of cooling agent, further smoothing out the hit. Nicotine exposure seems to be equivalent between the two product types, with low nicotine box mods being associated with more exposure to heavy metals and and high nicotine pods and disposables being associated with greater aerosol inhalation but less heavy metals.
