It is definitely out of control. Just booked a recently turned 13 year old kid into Juvie on a Rob 1 charge. He and his two friends held up a convenience store. The 13 year old held and pointed a firearm at the store clerk while demanding money. The other two stole as much cash and other items of value as they could. The 13 year old was arrested. The two other accomplices are at large although we know their names and one has been referred to us before on two other previous incidents. The 13 year old, despite having mental health issues, had been using meth and fentanyl over the previous 4-5 days. This is all "alleged" at this point in time but the arresting officer did make a detailed 10 page incident report and interviewed a number of witnesses.
Given his age and no previous criminal history he will probably not serve very much time if convicted. Maybe 15-36 weeks or possibly, but not likely, 65-104 weeks at the maximum.
What do you think should happen to the 13 year old?

Crime's down. In the 1990-2022 period, violent crime peaked in 1991 under George H.W. Bush at 758.2/100,000 and fell to 369.8 in 2022, very closest to the lowest rate of 363 in 2019, before the pandemic. In other words, we're at or near historic lows in crime, the opposite of your contention.
Murder is not the only crime. Carjackings, assaults, store theft, etc.. Also many liberal A.G.s have essentially decriminalized many things that are actual crimes.
How about crimes of stealing classified documents or obstructing the election certification?

What do you think should happen to the 13 year old?
First, it's not for me to decide. If he is found guilty an appropriate sentence would be 36-52 weeks. Definitely needs his mental health needs addressed as well as his drug use. Both can be done at the state juvenile detention center. They also have a school there so he can get an education. I have heard that the home situation isn't that good as he comes and goes as he pleases and often has absences from home of 4-5 days at a time.

I am sorry, but you have likely skipped the previous posts utilizing the impressive technique of dismissing any information that contradicts the poster’s previous beliefs by making the unsupported assertion that said information was collected fraudulently. This is a brilliant technique that protects the user’s beliefs from the nasty intrusion of empirical data.

Do you blindly believe everything you're told just because you think you're supposed to?
Do you pay attention to specific incidents that happen in your area? And the details of said incidents? And months later do you remember the details of the crime and how suddenly the perp is being charged with something way less serious than what they actually did?

Poverty is the main reason. If we could eliminate poverty and make sure everyone has a decent wage and place to live with affordable (free?) health care we would eliminate so many problems.
It's so sad that more people don't understand this.
