What temps? For northeast winters, I rarely need anything more than merino underwear and long tights.

I froze my member on a cold windy run once years ago. It was, I kid you not, the worst pain I have ever experienced. When I got home, I was lying on the floor in the fetal position with tears streaming down my face. I can't even describe the intensity of the pain.
Now I err on the side of overdressing.
SIMPLE solution. As a Minnesotan who runs all winter, solution is incredibly easy and cheap:
Briefs with a bandana folded into a triangle placed in the front. Boom. Done.

Third sock
Well cos it's a running forum and a lot of people will have encountered a similar problem.
I use two HotHands hand warmers. Need the second for length, not girth.
I wear my boxer briefs underneath, stopped all tip freezage.
Compression shorts + tights + running shorts.
Running shorts block the wind, other two keep the captain happy.

Shorts over tights.
That's what I do on cold days. The shorts to break the wind, and the tights for base layer warmth.
The fact that the running fashionistas find it so objectionable is an added bonus. :)
I experienced a frozen member once; that was far more painful than some running dweeb laughing at me.
My friend has a knit sock for his "tip" that was made by his grandma's neighbor made after she overheard a conversation about his extreme freezing issue. Maybe a solution to think about
Buy Windbriefs. You might say $60 is too much for wind briefs. I would argue $60 is a incredible bargain not to freeze your junk.

This is exactly what guys on our team used to do. We hated the Raiders so we bought a bunch of their sucks so they could suck it. True story.
35 degrees? What happens when it's 10 below? Maybe I'm off here, but I sort of expect to be cold at some point. Now, actual pain? That's not good, but discomfort due to conditions is just part of running outside. If I refused to run outside just because my d/ck got cold I'd be on the TM 7 days a week for 5 months a year. And I'd rather commit ritual hara-kiri than do that.
Yeah but it sounded a bit more than that. The guy was laying on the floor crying. His "tip" was in peril.

I misread bandana as banana. The mind reels with slapstick outcomes.
Glad I still have my foreskin
check out wind breifs made for nordic skiing. Brands like Swix or Bjorn Daelie. we use them for skiing in tight spandex race suits down to -10 or -15 ferenheit. pricy, but much nicer than never having another orgasm

A friend of mine used to wrap it in a single piece of uncooked bacon. Reckoned it performed like an actual layer of extra skin.
True story.
