Are the races not full 5k's? If a kid ran in the low 15's on Bowdin or any of the big NY courses, that would be a generational talent. Maybe the CA courses are more flat? I know that CA does produce better runners on the boys side than NY. But the discrepancy in times is insane.
Even if you look at NY's top finisher last year at NXN, came in 19th. He ran 16:03 at Bowdin.

Most southern section CA courses are 3 miles, not 5k. Sometimes the accuracy of the length is questionable too.
Most courses are pancake flat and are ran on a mixture of dirt, concrete, and nice grass. CA kids wear vaporflies as well. Going to college and wearing spikes for XC is a new experience for them.
If you want to know what is considered good on these courses, just check their track times from the previous season. Should give some insight.
