No it's like the bank robber that is caught and has tons of cash on hand but the government can only prove that he stole x and they will only confiscate X.

Can you point to an example of this? Asset forfeiture is fairly straightforward and in most jurisdictions in the US you can basically indict money that is seized. Prosecutors have pretty wide latitude to go after funds and property that may be the proceeds of crime.

It comes down with the 2016 olympics. Could it be possible that both the olympic comitee and Brazil government reached an agree to allow Braz and others to pass the drug tests? I mean, go to the Braz's profile at world athletics, and you will see he had an HORRIBLE performance in 2016, he just suceeded at the very specific 2016 olympics event. AND in 2017, 2018, 2019... are those the numbers of a very recently YOUNG OLYMPIC CHAMPION ("trained" by Bubka?)? The only time he would return with decent perfomance would be in 2021 (which lets be honest here: anything coming right after 2020, in a world of lockdowns, restrictions and VOLUNTARY DRUG TESTS, its without a doubt that some athletes took advantage of that).
Another very intrigating fact about Braz: his best perfomance would mostly be at the bigger events, like olympic finals, World championships, while it seems his PEDs cycle could not allow him to perform better at Diamond League finals, apparently.
