quite difficult to imagine how any of these 3 could be an olympic champion.
for wiley it would take a very tactical race in the 1500 or 5000 where maybe she's the first to make a big move and her competitors all wait for someone else to cover it and they end up giving her too much rope
for valby and tuohy, their best shot is prob in the marathon winning in the same fashion that wiley would: make a move that other competitors hesitate to cover
extremely slim odds, but wiley in the best event for that to happen
as to your second question, who will be best on the world stage? wiley in the 1500 over the next few years, possibly in the 5000 eventually if she ever moves and responds favorably to altitude

I think Valby has the most exciting potential but there is such a major question as to whether she can do the kind of high quality training and stay healthy to reach that potential that it is highly possible she will never be a strong elite pro. Tuohy is already a strong, polished runner who will have a great career. Wiley is so young I will wait to see.

Sure, wiley has run some fast times, but there are legit questions surrounding her performances because of her association with the huntington ped and testosterone scandal. There will be questions.
I would bet on other runners like Valby who don't have the same associations.

Wiley has defeated some domestic pro talent in domestic championship races.
Lots of Americans have had success at the U20 level but never developed into a factor in senior elite racing.
Wiley currently earns many no pressure wins against small school talent and that probably gives her a lot of confidence without much stress. The pressures of a pro contract, sponsor obligations off of the track, not having a college PR department to shield you from uncomfortable inquiries, and traveling the globe to most often finish fifth or worse in elite level meets exacts a far greater psychological toll. I don't doubt that she has the genetic and physical gifts to be competitive. My reservations are about her ability to handle the mental aspects of it.
How many "can't miss" high school and collegiate talents have ultimately flopped as pros? The vast majority of them. I am not rooting against Addy Wiley by any means. I'm just not seeing anything demonstrating that she is a world beater nor any indications that she can handle the rigors of consistently racing superior athletes every 5-7 days for an entire season.

That would work only if the Olympics would be limited to USA. Otherwise no chance as well.
Valby obviously
It is hard to say at this point as both Valby and Touhy have clouds hanging over their heads. Valby has a very scary chronic injury. She has done an incredible job putting together a track season with cross training. But she will need to get past this injury before anyone can know whether she will have the potential to be a world beater. Unfortunately, there is a fairly long list of collegiate champions who fizzled as a pro due to chronic injuries.
Touhy hopefully was just worn out and will be back to form for USATF championships. But it is still concerning that such a dominant athlete would flame out so badly when she should have been a lock for at least the 1500.
Wiley is just too young to know for sure. She needs to be given time to develop and needs to get back to a Div I school and away from the mess at Huntington.
The other factor is that women's track times are breaking barriers. There are E. Africans who are capable of running well under 4 and 14:30 in the 1500 and 5k. The current crop of US distance women is very promising. But they have a long way to go before they will be competitive in a world final.
Wiley should be very good 1500M runner but it will be very tough to medal at the World level. Have to be able to run sub 3:55 just to have a chance.
Valby could be a very good 5000-10000M runner if she can get her leg issues sorted out and be able to train consistently. Slim chance to medal as 14:20-14:30 is required.
Tuohy will probably be best suited for the 10000M, you have to run 30:00 range just to be in the conversation.
