They obviously mean relative to his talent and what he has shown in 3k and 5k races.
For example, if a runner runs a sub 4 mile, but has a 1:52 800 because they don't race it often, that 800 time is "soft" regardless of how fast the person calling it "soft" is.

Grant is a 1500m runner. He had a faster high school outdoor mile PR than Cooper Teare, Cole Hocker, Yared Nuguse, Centro, Robby Andrews, Clayton Murphy, Ben Blankenship, Leo Manzano, or Andrew Wheating.
He’s just been doing some over distance training to get his endurance to where Jakob’s is, before dropping down and beating him at the 1500m

If the race is quick, anything under 3:36 would be good even if he doesn't hit his indoor or outdoor PBs. Under 3:34 would be really good. If it's slower than 3:36 and it's not due to a slow race/bad pacing that would be less encouraging.
