I think the reason all the posters on this tread "care" is that we want clarification on what it means to "participate" in this context.
Definition 1 - You are doing the race (or most of it) so you are "participating in the event" but you admit beforehand that you are not really racing and are only showing up on the the start line to pace.
Definition 2 - You enter the race with the intention to run your best, finish, and if all goes well, win the race. You are not there at the service of others.
I think a lot of people do not want to see HS races become paced scenarios because a lot of "learning how to race" happens when you are running in no-mans-land or off the front (or back). You have to learn it somewhere.
On the other hand these kids are so elite already, we might need to have separate criteria for events like Arcadia.
