Injury-free, with any tailwind, he'll break the course record. On a neutral-wind day, I'd say most likely he breaks it, or comes very close. Giving up a 20-mph tailwind to Mutai, is no easy task, even if you're Kipchoge. If there's any headwind at all, I don't think he'll break it.
