I know the first reaction is probably "cheater" but honestly if I was a coach I would have my athletes do this.
It avoids the possibly of accidently taking something, or not knowing, or a contaminated supplement and getting punished for it. Better safe than sorry.
And there is no moral high ground for not having TUEs. They are an exemption after all.
