Looks like you missed a few courses on punctuation but what do I know.
The only thing I can see which you might be referring to is the 'but' clauses. It's a balance of dependent/independent clause thing. As I reduced the second clause after the 'but's in a less formal way (eliminate the subjects), those clauses can't stand alone. They've become dependent clauses, thus removing the need for a comma after the first (independent) clause. IMO, it's fairly common in message board text. The MA in Applied Linguistics taught me a thing or two about punctuation, more than you'll ever want to know;)
