There are a lot of reasons and it's more complex than just politics. People have been leaving W Virginia for decades and they are still leaving. Why is that? Louisiana and Mississippi were also among the states that lost population last year. Why is that? The reasons people leave CA are different from the reasons they leave WV.
And actually, CA has been experiencing net outward migration with other states since the early 1990s, mostly because of the high cost of housing.

Yea. If you look at gubernatorial approval ratings, the top 10 (the state's residents give their governor the highest approval ratings) are all Republicans and the bottom 10 are all Democrats. Which, to me, highlights the fact that
* Democrats are partisan hacks. Democrats in California will vote for Gavin Newsom even if they'd rather be governed by his Republican opponent.
* Too many folks who'd prefer to be governed by Republicans are lazy, don't get out to vote. I see a lot of Joe 6-pack types who hate taxes and wokeness but are too distracted by Fantasy Football to get off the couch and vote, or feel that to vote in their Blue state is pointless.
So it's just pure happenstance that the three biggest states for population decline all have a super majority democrat congress, dem governors, dem mayors and have enacted 100% democrat laws. (NY, CA IL)

And you still haven't explained why there are any red states losing population. Also, why are you showing total pop change instead of net migration? You need to filter out the portion of population change that comes from natural increase and immigration to make true comparisons.
I'm not sure why you see everything as a zero sum game where states are competing against each other. And everything is not about politics. The US is one country and one economy.
If the economy of CA collapses it will drag down the entire country. If NYC loses it's global place as the the world's top financial center a lot of that activity will move to London, Singapore, etc. Despite all of the remote workers economies of scale still matter.
"If" California's economy collapses? The state's path is unsustainable. The rest of us will be forced to bail out that cesspool.
