Why do threads like this always degenerate into people debating something on the periphery of the actual thread topic.
To respond to the OP, my gut instinct is the system that’s currently in place. Don’t sanction doping for the pacers. It sucks for Morcelli, but Ngeny would still be the fastest clean finisher of the distance.
This topic does allow for some interesting speculation. I wonder what Rudisha could have with a pacer perfectly running a 1:39.99, for example.

Everybody understands the doping rules. But the gray area is with pacing. Can or cannot a pacer using PED's to set a pace for the field be allowed? The pacer is paid to pace 3/4 of a 1500m for example. After 1,100m the pacer steps off. If he's wearing cheater shoes he should step off after 1,000m. Ha Ha just kidding.
The rest of the field knows this in advance. Some people think this is sacrilegious. I don't have a problem with a pacer using PED's as long as they step off the track in their prescribed time. Someone please tell me how this taints a clean runner.
Pacers shouldn’t be allowed in races. They’re a competition killer. And the pacing lights turn racers into a combination of mice in a maze and a hamster on a wheel.
Pacers are official entrants in the competitions. Even if they don’t complete the race.
They can get tested. If they test positive, they serve a ban.
Other athletes don’t get disqualified for being in the same race.
So, if El G doped, Ngeny gets the record.
If a pacer dopes, they can’t pace again until they serve a ban.
Pacers should not be allowed to dope because they have to be treated like a competitor.
Now, if a good pacer can avoid testing because of lack of results and gets away with doping, so be it.
Setting aside the issue of whether pacers should exist at all.
I thought the whole point of anti-doping was because it's dangerous to athletes' health? Allowing pacers to dope would just lead to an arms race between the not-quite-fast-enough athletes desperate for a payday.
If they were permanently pacers then yeah butttt if ya let them dope then they would no longer be doing the pacing but doing the winning lol
