If you had the time to recover between doubles, I imagine you could make this routine work. Additionally, it would be vastly beneficial if you have all sorts of terrain at your disposal. An "easy" 6:30 pace run could be along a flat trail with a tailwind the whole way. If you have a variety of hills (both in length and grade), you can get plenty of "speed work" out of 6:30 pace.
Your odds of improving would increase significantly if you were able to incorporate low key races at a faster pace, and possibly some form of cross training.
But, it would be a little silly to limit yourself to 6:30 pace in reality, even if you could change enough other variables to make it work.
