The law everywhere I have lived as best I recall requires pedestrians (and runners fit) are required to walk facing traffic.
It makes far more sense to me to run facing traffic if running on the road. You can see a car coming and make adjustments. Having ridden a bike on enough roads (and they are required to ride with traffic since they are vehicles), having a car come up behind me on an isolated road could be sort of scary.
