The La Paz airport at El Alto is about 1000 ft higher. Some guys I was with jumped over the threshold getting off the plane and explained they wanted to say they jumped out of an airplane at 14,000 ft without a parachute.
I worked in Cochabamba at 8500 ft for a summer and ran regularly without noticing the elevation too much. I ran at Lake Titicaca and like you noticed it a lot there, although it wasn't as bad as I would have thought. I live at sea level btw.
The fact that Colombians, Bolivians, and Nepalis don't dominate distance running shows there's a whole lot more to the Kenyan running story than elevation.
