I was thinking the same. (For the record, I also think he’s a great runner who gets way too much flak for his former coach’s personality). He’s either avoiding the competition, or REALLY focusing on worlds since it’s in Eugene. Might be too quick of a turn around to do Boston then Worlds. (If that were the case, he technically could do Tokyo and have extra recovery time).
The CR is still Kipsang's 2:03:58, right? Although i think the one year Legese ran 2:04:40ish in a cold downpour was possibly a superior performance. At any rate, we can only presume Eliud has this on his mind, right? He currently holds CR's in Berlin and London; has anyone ever held three WMM CR's at the same time? (Or set three or more CR's throughout their career? ). How fast will he run?

Kipsang himself broke three WMM CR's - Berlin '13, London '14 and Tokyo '17. Only his Tokyo time still stands as the CR, his WR CR run in Berlin was bettered by Kimetto in 2014 and Kipchoge broke his London CR in 2016.
Why is no one mentioning that Hall was also announced for Boston? I can’t find a news outlet that has even mentioned it. They are 6 weeks apart. Is she going to race both hard? Does she go for the podium in Tokyo or try to be the top American in Boston?
So Kipchoge and Kosgei can get into Japan for the March 6 Tokyo marathon, but people that defer from 2020, 2021 to 2022 won't be able to get in? So it's not really about safety anymore, more about money?
