Female here- most of my spandex running tights have a liner with the crotch piece, so definitely no need for underwearth with those. If they don't have a good crotch piece and have seams in that area then I will wear a more dry fit pair of underwear or booty shorts under them as the crotch will chaffe the lady parts too much if I don't and get uncomfortable. I have one longer pair of spandex shorts I'll sometimes wear underneith in the winter if it's cold out.
Same as long tights - if there's no lining, absolutely. Athletic briefs underneath. Too much floppage otherwise, I much prefer to have everything well secured, plus the chance of chafing is way lower.
In my gym we had a guy who work those with no underwear, he was flipping and flopping everywhere. We nicked named him Sweet Potato

For all of you claiming 'floppage' when not wearing underwear with half tights, have you ever considered going down a size? I get zero 'floppage' in unlined half tights, certainly no more than running shorts with a liner and definitely less than wearing briefs and unlined shorts.
Regarding when to wear half tights, I personally like them when it's disgustingly humid as a soaked-in-sweat pair of half tights is far more comfortable than a similarly-soaked pair of running shorts. I will also wear them in cooler weather or any time I'm in the mood for more support.
I really don't care how revealing someone thinks they are. I've picked up my kid at school wearing them. I'm still showing less than half the moms.
I wear half tights or even full length tights during the summer. UA actually makes nice warm weather running tights that work better than wearing shorts.
At least for me, they seem to keep me cooler. Plus it keeps the sun off...
