Running a pb is not the same as 'literally' being better.
Coe ran a pb in 1986, but he was not 'literally better' than he was in 1980/1 or in LA 84.
Having said that, I do not subscribe to the idea that Jakob is only winning against Tim now because Tim is not as good as he was. Jakob is better now, and getting better still.

Difficult times for Tim. Next year it will be even worse when Jakob is one more level up (barring illness and injury).
Yakob is as likely to keep improving as Tim is. Their biological clocks are both essentially the same, Yakobs having been sped up by the extra decade of training.
There is not currently a gap between them in ability nor will there be.
