The ability to kick is to be in a predominately aerobic state when it comes time to go. If the pace is fast those with the greatest aerobic capacity will come out on top. I can totally appreciate this. Racing provides feedback on where one is physically and mentally.
In order to race well, Hocker's had to train well. He had a month of time between USOT and Tokyo to rest from a collegiate half year of racing and to add to power and stature to his arsenal.
We've seen him race well, run fast and continue to elevate his game. This, coupled with the fact that he believes he has more left in the tank, leads me to believe that he's trained to close fast, even when closing fast (40s) comes on the back of hot (red line) paces.
Does that mean he'll manage 2:50-40 for a 3:30? Not in the slightest. But the kid knows something about himself the rest of us don't. And he's teeming with confidence.
May that confidence and adrenaline take him as far as he can imagine tonight.

Hocker clocked 66.87 over the last 1/3 of the race, averaging 13.37 for the last five 100m segments. Can he string two 13.3s together off a fast pace? Probably.

Thank you JWH! We shall see what happens. At this point Hocker could do anything and Id have to keep the possibility open.
Cheruiyot is the fastest over 800m and the fastest 1500 (he could go 3:26 in a properly paced race and Jakob 3:27) - but the others will draft off him if he takes it out hard, which is a major disadvantage. This race is wide open and super stacked.
