800 - mediocre - 2:05, decent - 201, good - 1:58, sub elite - 1:54, elite - 1;51 and below

For Sub-Elite and Elite, I would just use the New Balance Nationals guidelines for Emerging Elite (sub-elite) and Championship (elite) races
So for Sub-Elite:

Mediocre AKA JV Superstar: 2:10, 5:00, 10:50/ 2:40,6:00, 13:00
Decent: 2:05, 4:45, 10:20/ 2:30, 5:40, 12:20 Not bad, could be the best runner on a weak team. May be mid- pack in your Conference/County type meet.
Good 2:00, 4:30, 10:00/ 2:20, 5:20, 11:40 In some areas these are school records and are basically seen as elite but overall they are just good. May get you into some decent invites. May qualify you for states in some areas.
Sub-Elite 1:56, 4:20, 9:30/ 2:14, 5:05, 11:00 will be mid-pack for larger divisions at state meets, good chance at winning for smaller divisions.
Elite 1:53, 4:12, 9:10/ 2:10, 4:55, 10:40 State Champ Caliber, Nations qualifier. Will get you in all the big invitations

I listed eleven levels. The top level has created some interest. Is the top level incorrect? 2012 Olympics, men 800m final, a few teenagers raced well that day. I am sure it is possible teenage females may race at a very elite level in an Olympic 800m final. We have seen teenage females race 400m in 52 seconds. Why is it out of the question for a teenage female to average 57.45 per lap for 800m?

Considering that no high school girl has ever broken 1:59, 1:54 seems rather exclusive. But you are not wrong.
I am well aware of US records. If you raced 800m in high school or college, you know individuals who are or were able to average five seconds slower than than their 400m PB in a 800m race. Do you care to comment on my other ten levels? Put your list out there.
