Japan is a very isolationist (and definitely misogynist and even possibly racist) country that doesn’t want the dirty foreigners coming in. COVID has only enhanced that feeling.
why didn't they just vaccinate?
Perhaps most obviously, there is long-standing and deep-seated skepticism of vaccines in Japan. Polls consistently show that far fewer people in Japan believe vaccines are safe or effective than in almost any other country.

I’ll say it again- why didn’t Japan just bow out of Olympic hosting duties and let the IOC give it to the United States (Florida offered). Obviously their people don’t want anything to do with hosting the thing.

Possibly, but I stand by my comment. The Japanese people obviously do not want to host the games. There were US states that were more than willing to take on the challenge of hosting and planning the games, even with limited time.
Would a Florida olympics on short notice been as organized and fancy as a Japanese Olympics years in planning? No. However, a Florida olympics at least wouldn’t have been the post apocalyptic dystopia that Tokyo is becoming with limited fan capacity, no cheering, no Olympic village, constant COVID testing of athletes, spectators masked at all times, etc.
Hell, the US has so many extra vaccines we could have vaccinated every single athlete and spectator at the games ten times over.
Good news for them, we will be sending our best unvaccinated athletes to participate!
Wonderful. Now let's hope Toyota and other sponsors pull their ads from NBC's coverage of the Games, too. Without spectators, the ratings will be dismal anyway.
Polls from hosting countries always show negativity to hosting. Florida could not have done it on short notice without federal backing and right now that would not happen with the way politics are going. There is a reason countries are given seven years to prepare.....

Everyone seems to have forgotten that the US once renigged on the Olympics. Colorado was awarded the Winter Olympics in 1976 but after public backlash it was put to the voters who said they wanted nothing to do with them.
The public resistance was more about the cost and over-development in the mountains. It was during the campaign to stop the Olympics when the "Don't Californicate Colorado" first appeared.

Do you think the USA would open its borders to EVERY country on earth - of which many of those athletes and officials are not vaccinated? I don't think so.

This skepticism did not come out of nowhere. As many today are calling for vaccine passports and mandates in response to Covid, it is instructive to note that childhood vaccines became voluntary in Japan after 1994 when a government-mandated MMR vaccine instituted in 1989 caused high rates of aseptic meningitis. Vaccines are usually safe, but occasionally there will be problems, and a country will ultimately get higher proportions of the public vaccinated by making them free and easily available rather than having them forced upon them.
